Early
1900's
The Pacific Highway was originally conceived as an Auto Trail by Samuel Hill running from San Diego, CA on the Mexican Border to Blaine, WA on the Canadian Border. The Auto Trail was routed from along the future routes of US-101 from San Diego to San Francisco, US-40 from San Francisco to Sacramento and US-99 from Sacramento to Blaine, WA.
1913
The Oregon Highway Commission is formed by the state legislature by the 1913 Oregon Highway Commission Act to ensure funding for county highway projects in the state. The Pacific Highway is one of eight projects envisioned by State Highway Engineer, Major H. L. Bowley.
1917 The Oregon State Legislature revises the Highway Act and creates an Oregon State Highway Commission (OSHC). The Act directs the commission to oversee 36 highways to be "...permanently constructed and finished with a hard surface." One of the top priorities will be the construction of the Pacific Highway #1.

Pacific Highway #1   As stated in General Laws of Oregon 1917, Chapter 423, the Pacific Highway #1 proposed route is:

"From the Oregon-Washington State Line on the Interstate Bridge in Portland, south through Oswego (now Lake Oswego), Oregon City, Canby, Woodburn, Salem, Jefferson, Albany, Halsey, Harrisburg, Junction City, Eugene, Goshen, Cottage Grove, Drain, Yoncalla, Oakland, Sutherlin, Roseburg, Winston, Myrtle Creek, Riddle, Canyonville, Wolf Creek, Grants Pass, Gold Hill, Medford, Ashland, and over the Siskiyou Summit to the Oregon-California State Line."  
1927 On November 11th, 1926, the American Association of State Highway Officials (AASHO), the predecessors of today's American Association of State Highway and Transpiration Officials (AASHTO), approved the United States Highway Number plan.

US-99   As part of the route numbering plan, the Pacific Highway #1 was assigned Route US-99 for it's entire length.

  In addition, the segment of the Pacific Highway #1 between Junction City and Glenwood (between Eugene and Springfield) is assigned part of US-28 and US-99.

US-99E US-99W   The routing of US-99 is modified creating US-99E routed along the eastside of the Willamette Valley on Pacific Highway #1, and US-99W along the westside of the Willamette Valley on Westside Pacific Highway #3.
1936
US-99   In preparation for the construction of a new route of the Pacific Highway #1 between Junction City and Eugene, the Prairie Road route of the Junction City-Eugene Highway #223 was moved to the River Road route of the Pacific Highway #1.

Construction began on the new Pacific Highway #1 and was completed in 1938. At completion, US-99 was moved to the new Highway, and the Prairie Road route was transferred to Lane County

  Also, the US-28 designation along the Pacific Highway #1 was removed when the western end of the route was truncated to the end of McKenzie Highway #15 in Glenwood.

The former route of US-28 along the Siuslaw Highway #34 becomes ORE-36.

US-99   In 1937, The Pacific Highway #1 is redefined into a West and East Branch between Junction City and Jantzen Beach to reflect the West and East routing of US-99.

US-99E   The Pacific Highway East #1E is composed from:
 
  • A portion of the Pacific Highway #1 between Junction City and Oregon City.
  • The full length of the East Portland-Oregon City Highway #46 including Union Avenue.
  • A portion of the Pacific Highway #1 across Hayden Island between the Denver-Union Junction and the Interstate Bridge.

US-99W   The Pacific Highway West #1W is composed from:
 
  • The full length of the Westside Pacific Highway #3 between Junction City and Portland.
  • A portion of the Pacific Highway #1 between Downtown Portland and the Denver-Union Junction in North Portland along Interstate Avenue.

ORE-43   A remaining segment of the Pacific Highway #1 between Oregon City and Downtown Portland along the west bank of the Willamette River is given the Route designation of ORE-43. This will later be know as the Oswego Highway #3.
1938
US-99   A newly constructed route of the Pacific Highway #1 is opened between Ashland and the California State Line and is the new route of US-99.

ORE-66   A portion of the old highway is transferred to the Green Springs Highway #21 and is marked as ORE-66.

The remaining portion of the old highway is transferred to the Siskiyou Highway #273.

In 1960, the Emigrant Dam was enlarged, resulting in the enlargement of Emigrant Lake. The Green Springs Highway #21 had to be relocated, and the Siskiyou Highway #273 truncated to circumvent the new larger lake. As a result, a portion of the former Pacific Highway #1 was submerged. During times of low water levels, the former roadway can still be seen.
1939
The 1939 Oregon State Legislature revises the definition of Oregon State Highways in Chapter 529 of Oregon Laws 1939. The following changes were made to the definition of the Pacific Highway #1:

US-99   Pacific Highway #1 - From the junction of the Pacific Highway East #1E and the Pacific Highway West #1W at or near the north city limits of Junction City to the Oregon-California State Line.

US-99   The State Highway Commission approves the designation of a one-way couplet of the Pacific Highway #1 6th and 7th Avenue in Eugene.

Also, the Highway Commission approves the West 7th Street-West 11th Street Highway #224 between the Pacific Highway #1 (6th and 7th Avenue couplet) and Richardson-Eugene Highway #220 (11th Avenue).

This new Highway is part of the proposed "Outer Route" that would bypass Eugene as part of the Pacific Highway #1. This proposal also incorporated the unbuilt segment of the Fox Hollow Highway #221 and an unnamed route around the southwest side of Eugene.

However, World War II delayed the design and right-of-way acquisition on this bypass route. During that time, much of the proposed route in West Eugene had been built up, making right of was acquisition cost prohibitive. In addition, traffic studies concluded that most traffic on the Pacific Highway #1 was destine for Eugene, and a bypass would not alleviate much traffic in the city center.

In the late 1940's, the decision was made to create an "Inner Route" by upgrading the 6th and 7th Avenue couplet, Franklin Boulevard and the Ferry Street Bridge connection for improved traffic flow through Eugene.
 

I-5   With Interstate funds in the late 1950's, it was decided that the new bypass would involve a realignment of the Pacific Highway between Albany and the Eugene-Springfield area as part of the construction of I-5.

US-99   In conjunction with the completion of the new Ferry Street Bridge across the Willamette River in Eugene, a new route of the Pacific Highway #1, known as the "Inner Route" is opened from the new Mill Race Junction in Eugene to Judkins Point and is marked as US-99.

The project included:

  • Extension of the 6th and 7th Avenue one-way couplet to Mill Street.

  • Constructing the Mill Race Junction, which includes ramps connecting Coburg Road and the Ferry Street Bridge to the 6th and 7th Avenue one-way couplet and Broadway and Franklin Boulevard at Mill Street. This also included an overpass over the Southern Pacific Railroad.

  • Moving the Southern Pacific Railroad Tracks north of Franklin Boulevard.

  • Widening Broadway and Franklin Boulevard to 4 lanes between Mill Street and Judkins Point.
The former routing of the Pacific Highway #1 was transferred to the City of Eugene.

The Southern Pacific Railroad Tracks paralleled Franklin Boulevard until they were moved to the north (right) along the south bank of the Willamette River in 1950. The new eastbound lanes of Franklin Boulevard were built on the old railroad right of way.

US-99   A new route of the Pacific Highway #1 is opened, bypassing Azalea and Glendale, and is the new route US-99.

The former route is transferred to Douglas County as County Road #12 (Azalea-Glendale Road) and County Road #12A (Junction Road).

The former route of the Pacific Highway #1 through Glenwood is transferred as follows:

  • Extending the McKenzie Highway #15.from Glenwood to the Judkins Point Junction along Franklin Boulevard and is marked as US-126.
  • Designating Franklin Boulevard south of Glenwood to the new Pacific Highway #1 alignment as the McVay Highway #225. It is marked as a connector to US-126.

  • The remaining portion between the McVay Highway #225 and Goshen is transferred to Lane County and called Franklin Boulevard.


US-99   The section of the Pacific Highway #1 between Divide and Anlauf is widened to a 4 lane expressway, and is marked as US-99.

The north portion of the old route through Curtin and Anlauf was turned over to Douglas County as County Road #212 (Curtin Road).

The south portion of the old route was transferred to the Territorial Highway #200.

US-99   A new route of the Pacific Highway #1 is opened, bypassing Gold Hill and Tolo, and is the new route of US-99.

ORE-234   A portions of the former route through Gold Hill is transferred the Sams Valley Highway #271 and is marked as ORE-234.

A second portion of the former route is transferred to Jackson County and becomes Blackwell Road.

US-99   A new route of the Pacific Highway #1 is opened, between Anlauf and Rice Hill, bypassing Drain and Yoncalla, and is the new route of US-99.

ORE-38   A portion of the former route through Drain is transferred to an extended Umpqua Highway #45 and route ORE-38.

ORE-235   The reaming segments of the former route between Drain and Rice Hill is transferred to the Drain-Yoncalla Highway #236 and marked as ORE-235.

In preparation for the implementation of the Federal National Interstate and Defense Highways Act, the 1957 Oregon State Legislature revises the definition of Oregon State Highways in Chapter 366 of the Oregon Revised Statues. The following changes affects the definition of the Pacific Highway #1 to support the creation of I-5:

  The Pacific Highway #1 - From the Oregon-Washington State Line near Portland, southerly through or near Portland, Salem, Albany, Eugene, Roseburg, Grants Pass, Medford, Ashland to the Oregon-California State Line. The new highway designation included transfers from the following highways.:

  • The Portland-Salem Expressway #57 - From Barbur Boulevard near the Tigard-Portland line to South Salem (Commercial Street), transferred to the Pacific Highway #1.

  • The Pacific Highway East #1E - From South Salem (Commercial Street) to Albany, transferred to the Pacific Highway #1.

The map to the left shows segments of the Pacific Highway #1 and their status as compared to the 1957 Interstate Standard.

  • RED lines indicates segments of the new highway that were completed 4 lane expressway as of 1957.
  • BLUE lines indicates segments of the new highway that were completed 2 lane highways in 1957 , that would require upgrading to a 4 lane expressway.
  • GREEN lines indicates segments of the new highway that were unconstructed as of 1957.

    Oregon will complete all of Interstate 5 to Interstate Standards by1966, taking only 9 years to complete the project and becoming the first state to have a free border to border interstate in the United States.

The Grave Creek Covered Bridge, built in 1920, was the last remaining Covered Bridge on the Pacific Highway #1. It has been recently restored and is still in use on Sunny Valley Loop.

This new section of the Pacific Highway #1 is the first highway construction in Oregon built with Federal Interstate Funds.

ORE-42   The Canyonville portion of the former Pacific Highway #1 is transferred to the Tiller-Trail Highway #230 and is marked as ORE-42.

The California and Washington State Legislatures passes legislation to re-number their State Highway and Route number systems to incorporate the new Interstate Route numbers. As part of these plans, both states take steps to eliminate and decommission US-99. This sets the stage for the eventual decommissioning of US-99 in Oregon in 1972.

  US-99 is routed along the Umpqua Highway #45 along with ORE-38 from Anlauf to Drain, and is routed along the Drain-Yoncalla Highway #236 from Drain to Rice Hill.

In addition, the new route of ORE-138 is added between Elkton and the Diamond Lake Junction just to the Northeast of Crate Lake. A portion of ORE-138 supersedes the old route of ORE-225 between Elkton and Sutherlin.

The Sutherlin to Roseburg portion of ORE-138 is routed along the Pacific Highway #1, common with I-5.


US-99   US-99 is routed along the the Oakland-Shady Highway #234 from Oakland to Green.

I-5   With the completion of the Marquam Bridge over the Willamette River in Portland, the Pacific Highway #1 is officially completed to Interstate standards, making I-5 in Oregon the first Toll Free Interstate Highway completed across a single state.

I-405   In addition, as part of the Marquam Bridge project, the first segment of the Stadium Freeway #61 is completed , and marked as I-405.

    The connecting ramps to the West Marquam interchanges, that are the former Pacific Highway #1 (Baldock Freeway). The Northbound ramp is transferred to the Stadium Freeway #61 as Connection #061AA. and the Southbound ramp is transferred to the Pacific Highway West #91 (1W) as Connection #091AA.

ORE-99 ORE-99E ORE-99W   The Oregon Highway Commission receives permission from American Association of State Highway Officials (AASHO) to remove the final segment of US-99, US-99E, and US-99W from the United States Route System. These routes become ORE-99, ORE-99E, and ORE-99W.

I-5 I-405 US-30   With the completion of the Fremont Bridge and the Stadium Freeway #61 (I-405), US-30 is moved to the Pacific Highway #1 between the Columbia River Highway Interchange and the East Fremont Interchange in Portland, in common with I-5.
